The Former President's Woke Warning Overlooks Europe's True Threat: Technological Stagnation.

The recent US national security strategy presents a flawed assessment of Europe. The document asserts that unrestrained immigration and what it terms "progressive" policies represent an existential threat to the continent's identity. However, this perspective is based on a serious misreading of the reality. The actual challenge facing Europe is not societal but technological and economic backwardness.

A Glaring Growth Gap Between Europe and the US

Statistics paint a sobering contrast. From 2008 and 2023, US GDP grew by 87%, while a mere 13.5% growth for the EU. Over this period, EU GDP per capita dropped from over three-quarters to just half of the American figure. Strikingly, even the poorest US state now boasts a higher per capita income than several leading European economies like Italy and France.

Currently, roughly 50% of the world’s top fifty tech companies are American, while only four are European.

The Innovation Deficit: A Critical Problem

The growing disparity stems from stronger productivity growth in the United States, fueled by technological innovation and higher total factor productivity. The scene of global tech dominance is decidedly American. Over the past fifty years, hundreds of American startups have grown into enterprises valued at more than $10bn, versus just 14 in Europe.

This gap raises a vital issue: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, where does Europe stand? Most analysts concede it is largely a two-horse race involving the US and China, with European nations starting at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of major reasons explain this innovation chasm.

  • Financing Ecosystem: The US boasts a much more robust and agile system for financing new ventures. The EU still lacks a genuine capital markets union, which caps the scale of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hamper Europe. A American entrepreneur can launch a product under a single regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population size, is split among twenty-seven different national systems, creating significant market obstacles.
  • Cultural Attitudes: Views on entrepreneurial failure vary greatly. In some EU nations, a startup's collapse was once met with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has weakened its capacity for breakthrough innovation.

The Road Ahead: Reasons for Hopefulness

Despite these challenges, there are reasons for hope. European leaders are increasingly aware of the existential challenge and have begun to propose substantial change. Notable reports on EU competitiveness and the single market highlight the necessity of sweeping reforms.

With the right incentives and rule changes, these assets might enable far greater degrees of business-led breakthroughs.

The continent retains significant advantages: high-quality human capital, excellent education systems, and world-class labs. Alongside a vast domestic consumer base and substantial household savings, these elements have the potential to trigger a new wave of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in creating cutting-edge technologies, it can still significantly boost productivity by implementing and tailoring innovations from elsewhere.

A Critical Juncture

Europe now faces a critical moment. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
